Jakarta Named National Pilot for Integrated Women and Child Protection Services

Jakarta. The government has designated Jakarta as the national pilot province for integrated services for women and children, following a joint agreement between the Jakarta administration, the Women’s Empowerment and Child Protection (PPA) Ministry, and several other agencies.

The signatories include the Social Affairs Ministry, the Communication and Digital Ministry, the Health Ministry, the Law Ministry, and the National Police, reinforcing efforts to improve coordination in handling and protecting women and children.

The program is part of Presidential Regulation No. 98 of 2024 on integrated services for the protection and recovery of victims of violence, including sexual violence.

Women’s Empowerment and Child Protection Minister Arifah Fauzi said Jakarta was chosen because it reflects national challenges while having the institutional capacity to pilot the system.

“As the capital, Jakarta has complex social dynamics and protection challenges that reflect the national situation,” she said at City Hall on Thursday.

She added that Jakarta already has relatively complete health, legal, and psychosocial support systems, making it suitable for the pilot.

Arifah said strengthening protection services remains a national priority. She cited the Central Statistics Agency data showing women make up 49.6% of Indonesia’s 286.7 million population, while children account for 30.1%.

She also referred to a 2024 survey showing one in four women aged 15–64 had experienced violence. Among children aged 13–17, 51.78% of girls and 41.83% of boys reported at least one form of violence.

According to the PPA Ministry's data, 35,020 cases of violence involving 36,920 victims were recorded in 2025. “This reflects an iceberg phenomenon, as many cases go unreported,” she said.

Jakarta Governor Pramono Anung welcomed the designation and pledged full support for implementation.

“Jakarta is honored to be the first pilot province, and we will implement this seriously across all agencies,” he said.

He added that the program will continue beyond the pilot phase through the end of his term in 2029.

“We will carry it out comprehensively, not just for one year,” he said.
