Indonesia Says Netflix, PUBG, Shopee Comply With New Child Safety Rules
Jakarta. The Communications and Digital Affairs Ministry said 175 digital products, services, and features operated by 64 electronic system providers have completed mandatory self-assessments under the country’s new child online protection regulation, known as PP Tunas.
The regulation, formally Government Regulation No. 17 of 2025, requires digital platforms to evaluate risks faced by users under 16 years old, including exposure to violence, pornography, cyberbullying, online predators, and digital addiction.
Communications and Digital Minister Meutya Hafid said the self-assessment process has been underway since the regulation took effect in late March.
“It has been exactly three months since PP Tunas was implemented. Around 175 products, services, and features managed by 64 electronic system providers have submitted their self-assessments to the ministry,” Meutya said on Wednesday.
Platforms that have submitted assessments include streaming services such as Netflix, Vidio, HBO Max, and Disney+, gaming platforms including PUBG Online, Roblox, Valorant, Mobile Legends, Free Fire, Crossfire, and Age of Empires Mobile, as well as e-commerce companies Shopee, Tokopedia, Lazada, and TikTok Shop.
Other companies that have reportedly completed the process include digital payment services Dana, GoPay, and Flip.id, alongside ride-hailing platform Grab and artificial intelligence service ChatGPT.
Under PP Tunas, digital platforms must conduct internal evaluations covering several key areas, including the level of risk posed to child users, the effectiveness of age-verification systems, content moderation capabilities, and the availability of parental control features.
The government said the assessments will help determine each platform’s risk category and whether services are suitable for specific age groups.
Because the regulation uses a risk-based approach, Meutya said the government is reviewing risks individually, including harmful content exposure, contact with strangers, addiction risks, and health impacts linked to prolonged digital use.
Indonesia’s approach differs from several countries that have pursued blanket restrictions on children’s access to social media. Instead, the government said it wants platforms to improve their safety systems and governance standards while maintaining controlled access for younger users.
“We are not only focusing on restricting children, but also encouraging platforms to improve their features and become safer for child users,” Meutya said.
She warned that platforms failing to submit self-assessments could automatically be classified as high-risk platforms under the regulation.
