Roblox Leads Big Tech in Indonesia’s Child Protection Review
Jakarta. Indonesia says major digital platforms have made uneven progress in protecting children online, with Roblox emerging as the strongest performer while X and Meta face criticism for failing to adequately enforce new safeguards.
Communications and Digital Affairs Minister Meutya Hafid said a government evaluation six months after the latest child-protection rules took effect in March 2026 found that about 28 million Indonesian children’s accounts had received protection from online risks.
The government is monitoring eight high-risk platforms under its child-protection framework, known as PP Tunas: YouTube, TikTok, Facebook, Instagram, Threads, X, Bigo Live and Roblox.
Roblox has made the most significant progress, Meutya said, introducing age-gating, age-based feature classification and age-estimation technology. The platform has automatically moved about 23 million child accounts to Roblox Kids and uses facial recognition to estimate users’ ages.
“Roblox has made the most progressive changes by developing and implementing a number of child-protection features,” Meutya said at a news conference in Jakarta on Monday.
X, by contrast, has locked about 250,000 accounts belonging to users under 16, compared with an estimated 7 million child accounts on the platform in Indonesia.
“We assess that these efforts do not yet reflect the spirit of child protection in Indonesia,” Meutya said.
The ministry also criticized X for not having a representative office in Indonesia, saying this complicates coordination and monitoring.
Meta, which operates Facebook, Instagram and Threads, began notifying users under 16 about the requirements on July 13. It has reported blocking 184,000 child accounts on Facebook, but the figure was last updated in May.
That compares with an estimated 33 million children using Meta platforms in Indonesia. Meutya said Meta had therefore failed to adequately protect children.
YouTube, owned by Google, reported action against more than 600,000 child accounts in April, but has not provided an updated figure since then. The government welcomed its Safe Search feature but said many children still have access to the platform.
TikTok previously reported disabling 4.1 million child accounts, but has not updated the figure for about four months or reported significant changes to its child-protection features.
Bigo Live reported disabling 9,409 child accounts. Meutya said the platform has set its minimum user age at 18, above the 16-year threshold applied to several other platforms.
The rules are based on Government Regulation No. 17 of 2025, signed by President Prabowo Subianto in March 2025. Their implementation was strengthened by a ministry regulation issued in March 2026.
