Jakarta. Indonesia’s three largest mobile operators -- XLSmart Telecom Sejahtera, Indosat Ooredoo Hutchison, and Telkomsel -- are preparing to compete in a government auction for strategic radio frequencies supporting fifth-generation (5G) mobile networks.

The three operators registered for the electronic auction process at the Ministry of Communication and Digital on April 29–30, 2026.

The auction covers the 700 MHz and 2.6 GHz frequency bands, both considered critical for expanding Indonesia’s digital infrastructure and accelerating 5G deployment.

The 700 MHz spectrum is classified as a low-band frequency and is widely known as the “digital dividend” spectrum because it became available following Indonesia’s nationwide transition from analog to digital television broadcasting.

Low-band frequencies offer extensive signal coverage and stronger penetration through physical obstacles such as buildings, making them particularly effective for rural connectivity and broader geographic reach.

Meanwhile, the 2.6 GHz band is categorized as mid-band spectrum, which is considered highly suitable for supporting large-scale data capacity and faster transmission speeds required for 5G services.

Communications and Digital Affairs Minister Meutya Hafid previously said the spectrum allocation process is part of the government’s broader strategy to expand mobile broadband access -- at minimum through 4G technology -- especially in rural and underserved regions with limited telecommunications infrastructure.

At the same time, the auction is intended to encourage mobile operators to improve the quality of high-speed internet services through broader deployment and strengthening of 5G networks across the country.

Meutya said the government remains committed to maintaining transparency, legal certainty, and accountability throughout every stage of the auction process.

“The ministry invites all stakeholders, telecommunications industry players, and the wider public to continue supporting this strategic initiative,” she said.
