Pupuk Indonesia Strengthens Subsidized Fertilizer Distribution in Mojokerto Through Pilar Tani Program
Mojokerto, East Java. PT Pupuk Indonesia (Persero) is ready to strengthen the distribution of subsidized fertilizer in Mojokerto Regency, East Java, in line with the latest regulations outlined in the Ministry of Agriculture’s Directorate General of Agricultural Infrastructure and Facilities (PSP) Decree No. 32 on Technical Guidelines for the Distribution of Subsidized Fertilizer from Handover Points to Farmers and Decree No. 33 on Technical Guidelines for the Management of Subsidized Fertilizer for Fiscal Year 2026.
“We call on all stakeholders to jointly uphold this mandate and maintain proper administrative procedures so that subsidized fertilizer distribution runs smoothly and reaches the intended beneficiaries,” said Pupuk Indonesia Regional Sales Manager for Region 4, Oktario Rolando, at the Pilar Tani Pupuk Indonesia event held Tuesday (Sept. 1, 2026).
He said the main objective of the Pilar Tani program is to establish a common understanding among all stakeholders and strengthen compliance with subsidized fertilizer distribution procedures based on the seven principles of proper distribution. Currently, fertilizer is distributed directly from factories through distribution businesses to handover points or kiosks, before being distributed to farmer groups or individual farmers.
To support the distribution process, Oktario said Pupuk Indonesia is committed to ensuring the availability of subsidized fertilizer. Adequate, timely and affordable fertilizer supplies are part of the company’s efforts to support the sustainability of national food security.
Oktario further said the latest rules governing the distribution of subsidized fertilizer from handover points or kiosks to farmers would have a significant impact on Pupuk Indonesia’s distribution performance. In Mojokerto Regency, distribution has reached 76 percent of the allocated volume.
“This realization rate is relatively good. Moreover, East Java has received an additional reallocation of 7.3 percent, bringing the allocation above the previous level,” he added.
Under the applicable regulations, 10 agricultural commodities are eligible for subsidized fertilizer: rice, corn, soybeans, chili, shallots, garlic, cassava, sugarcane, cocoa and coffee. Commodities outside these 10 categories are therefore not eligible for subsidized fertilizer.
In terms of pricing, the government has cut the maximum retail prices (HET) of subsidized fertilizer by 20 percent. Urea is now priced at Rp 1,800 per kilogram, or Rp 90,000 per 50-kilogram sack; NPK fertilizer at Rp 1,840 per kilogram, or Rp 92,000 per 50-kilogram sack; cocoa NPK or special-formula fertilizer at Rp 2,640 per kilogram, or Rp 132,000 per 50-kilogram sack; ZA fertilizer at Rp 1,360 per kilogram, or Rp 68,000 per 50-kilogram sack; and organic fertilizer at Rp 640 per kilogram, or Rp 25,600 per 40-kilogram sack.
“Let us jointly uphold this mandate so that fertilizer reaches farmers as intended, supports higher productivity and harvest yields, and helps achieve sustainable food self-sufficiency,” he concluded.
