Legislators Urge Social Security and Health Coverage for Online Taxi Drivers

Jakarta.  House of Representatives Deputy Commission IX Chairman Yahya Zaini has called for online motorcycle taxi drivers to be included in the national health and employment insurance schemes -- BPJS Kesehatan and BPJS Ketenagakerjaan.

The proposal comes as the bill on ride-hailing business was officially placed in the 2025 Priority National Legislation Program (Prolegnas).

“The drivers must be part of the BPJS schemes under a mandatory mechanism, with fair contributions that also involve the ride-hailing companies,” Yahya told reporters on Monday.

He stressed that beyond healthcare and workplace safety protection, drivers deserve a clear employment status. “The state must establish a transparent framework for the relationship between drivers and platform operators to prevent exploitation and blurred corporate responsibility,” he said.

Yahya also highlighted ongoing challenges faced by drivers, including irregular working hours and platform commission deductions. He urged lawmakers to ensure these issues are addressed in the bill. According to him, the legislation should not be seen as a mere response to drivers’ demonstrations, but as a concrete step toward protecting workers who play a significant role in the national digital economy.

“Commission IX will ensure this bill truly serves the drivers’ interests. Rights to healthcare, social security, and workplace safety are non-negotiable,” he said.

Last week, House Legislative Body (Baleg) Chairman Bob Hasan confirmed that the Online Transportation Bill had been added to the 2025 priority list during a joint meeting with the Law and Human Rights Minister and the Regional Representatives Council’s (DPD) Legislative Drafting Committee.
