Jakarta, Bekasi Agree on Rp362 Billion Waste Management Deal
Jakarta. The Jakarta administration will provide Rp362 billion ($25.5 million) in compensation to the Bekasi administration over the next five years under an agreement on waste management at the Bantargebang Integrated Waste Management Facility.
The agreement was signed by Jakarta Governor Pramono Anung and Bekasi Mayor Tri Adhianto Tjahyono at Jakarta City Hall on Monday.
Tri said the funds would support infrastructure development, health services, environmental improvements, and economic empowerment for communities affected by waste management activities.
“The Jakarta administration will contribute around Rp 362 billion to the Bekasi administration over the next five years,” Tri told reporters on Monday.
Beyond the compensation, the two administrations are seeking solutions to address decades of accumulated waste at Bantargebang, which receives much of Jakarta’s garbage.
Tri estimated that waste originating from Jakarta had reached around 80 million tons, while waste generated in Bekasi had totaled approximately 25 million tons.
“This cannot be separated because, when you look at the area now, there is no longer any administrative boundary showing which part belongs to Jakarta, Bekasi or the regency. The waste has all mixed together,” he said.
Pramono said Jakarta had begun reforming its waste management system under Governor’s Instruction No. 5/2026, requiring waste to be sorted before some is processed and the remainder sent to Bantargebang.
Jakarta has nearly 31 waste processing facilities under its Reduce, Reuse and Recycle (TPS 3R) program, he said. The Rorotan refuse-derived fuel (RDF) facility in North Jakarta, which converts waste into alternative fuel, processes around 1,000 tons of waste per day.
The Jakarta administration is also finalizing plans with state investment agency Danantara to build a waste-to-energy plant in Bantargebang.
Pramono said the initiatives were intended to reduce Jakarta’s reliance on Bantargebang and expand its waste processing capacity in the coming years.
“Hopefully, by 2028 or 2029 at the latest, Jakarta’s waste balance will at least be balanced, or may even start to turn negative,” he said.
