Jakarta. The Communication and Digital Affairs Ministry (Komdigi) has issued formal warnings to 25 domestic and foreign digital service providers for failing to register under the country’s mandatory Electronic System Operator (PSE) rules, a requirement for all platforms operating in Southeast Asia’s largest digital market.

The Directorate General for Digital Space Oversight said the companies --which include major global platforms such as Cloudflare, OpenAI, Duolingo, Dropbox, Shutterstock, and Getty Images-- have not submitted the required registration despite earlier notifications.

“PSE registration is not merely administrative. It is an essential safeguard to ensure Indonesia’s digital sovereignty and protect the public within a healthy and accountable digital ecosystem,” Alexander Sabar, Director General for Digital Space Oversight, said in a statement on Tuesday.

The requirement falls under Ministerial Regulation No. 5/2020, which obliges all private electronic system operators, both local and foreign, to register before operating in Indonesia. The government has conducted years of outreach, Alexander said, but enforcement is now being applied more firmly.

“If a platform continues to ignore the notification, administrative sanctions, including access termination, may be imposed,” he said, citing Article 7 of the regulation.

Komdigi urged all companies that received warnings to immediately follow up and complete their registration, stressing that compliance is a prerequisite for operating legally in Indonesia’s digital space.

“We remain open to dialogue and technical assistance, but Indonesia’s digital space must operate under Indonesian law,” Alexander said. “Compliance is mandatory for any platform serving the public.”

Komdigi said the phased enforcement approach will continue, noting that outreach and education efforts have been ongoing since before the regulation was enacted.
