Indonesia Summons Meta, Google Over Non-Compliance With Child Protection Rules
Jakarta. Communication and Digital Minister Meutya Hafid has summoned Meta and Google for failing to comply with newly issued child protection regulations under Government Regulation No. 17 of 2025, also known as PP Tunas.
The summons follows alleged violations of a derivative rule, Ministerial Regulation No. 9 of 2026, which requires digital platforms to restrict children’s access and ensure safer online environments.
“We have sent summons letters to both companies as part of enforcing administrative sanctions in accordance with applicable regulations,” Meutya said in a statement on Monday.
The regulations aim to protect children on digital platforms, including social media and online gaming. Electronic System Operators (PSEs) are required to filter harmful content and implement protections for underage users.
The policy’s urgency is underscored by data showing that around 48% of internet users in Indonesia are children, making them particularly vulnerable to harmful online content.
Under PP Tunas, age-based restrictions apply across digital platforms: children under 13 may only access child-specific platforms under parental supervision; those aged 13–15 are granted limited access with parental guidance; and users aged 16–17 may access higher-risk platforms such as social media, subject to parental approval.
Data from the Central Statistics Agency (BPS) in 2024 showed that 4.33% of internet users were under one year old, 33.80% were aged 1–4, and 51.19% were aged 5–6.
Meta operates platforms including Facebook, Instagram, and Threads, while Google owns YouTube.
Despite the regulation taking effect on March 28, 2026, authorities found that compliance was incomplete two days after implementation. Other platforms, such as TikTok and Roblox, have also yet to fully comply.
PP Tunas covers eight major digital platforms: YouTube, TikTok, Facebook, Threads, Instagram, X, Bigo Live, and Roblox. Violations may result in sanctions ranging from administrative warnings and temporary service suspensions to full access termination in Indonesia.
Meanwhile, Bigo Live and X have begun implementing the regulation by introducing age verification systems and disabling accounts belonging to users under 16.
