KPK Leaves Door Open to Question Former BI Governor Perry Warjiyo in CSR Graft Probe
Jakarta. The Corruption Eradication Commission (KPK) said on Tuesday it may question former Bank Indonesia Governor Perry Warjiyo as part of its investigation into alleged corruption involving corporate social responsibility (CSR) funds distributed by Bank Indonesia and the Financial Services Authority (OJK), although any summons will depend on investigators' needs.
Perry, who recently resigned as central bank governor for what were described as personal reasons, has been linked to the case after KPK investigators searched several offices at Bank Indonesia headquarters, including his office, in December 2024. He has not been questioned in the investigation to date.
Senior Deputy Governor Destry Damayanti is currently serving as acting governor following Perry's resignation.
KPK spokesperson Budi Prasetyo said witness examinations are determined solely by investigators based on the evidence required to clarify the case.
"The summoning of witnesses is based on investigators' needs to obtain information known by the witness, which in principle is intended to help uncover the case," Budi told reporters on Tuesday.
He said officials are not automatically called in for questioning simply because they have left office.
"It is not the case that someone who has completed their term will automatically be summoned for questioning. Investigators have the authority to determine whether a person needs to be questioned as a witness. The investigation is still ongoing," he said.
Budi added that the anti-graft agency is committed to fully uncovering the alleged corruption scheme, including identifying individuals who should be held criminally responsible.
"KPK will uncover this case as thoroughly as possible, including the actions of all related parties. This is important not only to establish accountability but also to identify the root causes and improve governance through stronger preventive measures," he said.
The KPK searched multiple offices at Bank Indonesia, including Perry's office, on Dec. 16, 2024, seizing documents and electronic evidence.
The investigation has so far resulted in corruption charges against two members of the House of Representatives, Satori and Heri Gunawan, who were named suspects on Aug. 7, 2025.
According to the KPK, the alleged scheme caused state losses of Rp 28.38 billion ($1.6 million).
Investigators allege Satori received Rp 12.52 billion through three disbursements, including Rp 6.30 billion from Bank Indonesia's social assistance program, Rp 5.14 billion from OJK's financial literacy program, and Rp 1.04 billion from another partner of the House's Commission XI.
Heri Gunawan allegedly received Rp 15.86 billion, consisting of Rp 6.26 billion from Bank Indonesia, Rp 7.64 billion from OJK, and Rp 1.94 billion from another Commission XI partner.
The two lawmakers have been charged under Indonesia's anti-corruption law for alleged gratification and money laundering offenses. The case remains under investigation, and no charges have been brought against Perry Warjiyo.
