Bali Water Taxi Plan Explained: Routes, Cost, Timeline
Jakarta. A planned water taxi service linking Bali's Ngurah Rai International Airport and the popular tourist hub of Canggu could slash travel time to just 30 minutes from around one hour, or up to two hours during peak congestion, as Indonesia looks to ease chronic traffic in the Island of the Gods.
The maritime transport initiative is being prepared by state-owned ferry operator ASDP Indonesia Ferry.
ASDP President Director Heru Widodo said the initiative is aimed at meeting rising mobility demand while strengthening intermodal connectivity in key tourism areas.
“The development of the water taxi service reflects our commitment to supporting the government’s push for a more integrated transportation system. We expect it to offer an efficient, safe, and comfortable alternative for both residents and tourists,” he said.
Transport Minister Dudy Purwagandhi said the water taxi would serve as an efficient and environmentally friendly mobility option, helping reduce traffic congestion in Badung regency, Bali’s main tourism hub.
The project comes as Bali grapples with mounting pressure on its transport system. The Transportation Ministry estimates the island has around 4.7 million vehicles but only 8,685 kilometers of roads, contributing to chronic congestion in urban centers and tourist areas. With nearly 20 million visitors annually and only about 4% using public transport, authorities are pushing for more efficient alternatives.
A feasibility study conducted by ASDP and airport operator Angkasa Pura Indonesia found the project viable, identifying the Sekeh–Canggu (Berawa) route as a priority for initial development. The study covered market demand, technical design, financial feasibility, and environmental impact.
Canggu ranks among the top three most sought-after destinations for both domestic and international visitors, according to a government survey.
The initial investment for the project is estimated at Rp 1.21 trillion ($70.5 million), including supporting infrastructure such as breakwaters at Sekeh Beach near the airport and at Berawa Beach in Canggu to ensure safety in Bali’s coastal waters.
The planned service will use high-speed craft capable of carrying up to 200 passengers, operating daily between 6 a.m. and 5 p.m. local time.
The project is currently in the detailed engineering design (DED) phase, with completion targeted for 2026. Construction is expected to begin in August 2026 and run through July 2027, with trial operations also planned for 2026.
Officials said the government will continue refining the design and regulatory framework before making a final decision, as it seeks to deliver a safe, integrated, and sustainable transport solution for Bali.
