Gold Export Tax Starts: Here's How Indonesia’s New Tariffs Will Work

Jakarta. Finance Ministry has officially begun imposing export duties on gold, following the implementation of Finance Minister Regulation (PMK) No. 80/2025. The rule sets varying tariffs ranging from 7.5 percent to 15 percent depending on reference prices and product types.

According to a document received on Wednesday, the policy aims to secure domestic gold supply and stabilize local prices. The ministry also frames the export duty as part of Indonesia’s broader mineral downstreaming push, while ensuring business continuity in the gold sector.

PMK No.80/2025 was issued on November 17 and enacted on December 9, with enforcement starting 14 days after promulgation on December 23.

Under Article 3, tariff determination depends on two variables: the gold reference price set by the Trade Minister and the category of gold being exported.

Tariff Structure by Reference Price:

  • Lower Price Band: When the reference price ranges between $2,800 and below $3,200 per troy ounce, export duties fall between 7.5 percent and 12.5 percent.
  • Higher Price Band: For reference prices from $3,200 per troy ounce and above, tariffs increase to between 10 percent and 15 percent.

Tariffs by Product Type:

  1. Dore in blocks, ingots, cast bars, and similar forms: 12.5 percent or 15 percent
  2. Unwrought gold or alloys in granules and other forms (non-dore): 10 percent or 15 percent
  3. Unwrought gold or alloys in block, ingot, or cast bar form (non-dore): 7.5 percent or 10 percent
  4. Minted bars: 7.5 percent or 10 percent

The calculation uses an ad valorem formula:

Export Duty = Tariff × Quantity × Export Price per Unit × Exchange Rate

The Export Price (HE) will be set by the Customs and Excise Director General on behalf of the Finance Minister, based on the government’s benchmark export price (HPE).
