Jakarta. Indonesia and the city of Fuzhou in China’s Fujian province have agreed on a series of strategic cooperation projects ranging from healthcare and digital economy initiatives to electric vehicle manufacturing under the “Two Countries, Twin Parks” framework.

The two sides signed 11 major cooperation projects covering areas including artificial intelligence data security, renewable-energy smart mobility, electric motorcycle manufacturing, biopharmaceuticals and healthcare, white-goods manufacturing, smart consumer electronics, herbal extraction, cross-border e-commerce talent training, university cooperation, and inspection and testing services.

Ali Murtopo Simbolon, deputy for trade and digital economy coordination at the Coordinating Ministry for Economic Affairs, said the “Two Countries, Twin Parks” framework represents an important bilateral initiative jointly promoted by the leaders of both countries.

“The Indonesian government will continue supporting deeper cooperation in trade, digital economy, industrial synergy, and investment, while encouraging more projects to be realized,” Ali said in a recent statement.

The agreements were signed in Fuzhou on May 15, involving the city government, the management committee of the Yuanhong Investment Zone in the Fuzhou New Area, and Fuyao University of Technology.

Fuzhou Mayor Wu Xiande said the Twin Parks cooperation is a major strategic initiative personally supported by Chinese President Xi Jinping and linked directly to China’s Belt and Road Initiative.

Electric motorcycle company MOVA is among the firms participating in the agreement. The company plans to help Indonesia develop a smart mobility ecosystem by integrating electric vehicles, digital platforms, and operational services.

The initiative also includes plans to build an integrated asset-management platform covering vehicle distribution, fleet management, financing services, and after-sales support.

“Indonesia’s electric motorcycle and new-energy mobility market is currently entering a rapid growth phase, with targets to transform millions of fuel-powered motorcycles into electric vehicles,” MOVA representative Feng Tao said.

“Through the ‘Two Countries, Twin Parks’ platform, both countries can integrate technology, capital, supply chains, and market resources more efficiently,” he added.

In the healthcare sector, the cooperation is expected to support the modernization of medical equipment, hospital management, and Indonesia’s broader healthcare industry.

Earlier in January, Coordinating Economic Affairs Minister Airlangga Hartarto said Indonesia and China had already agreed on 16 new investment projects worth a combined $2.19 billion under the Twin Parks framework.

“The projects cover a range of strategic sectors, including basic metals, meat and seafood processing, textiles, tea, furniture, drones, batteries, and artificial intelligence,” Airlangga said at the time.

The 16 projects followed up on a memorandum of understanding under the Twin Parks scheme signed in May 2025 by Airlangga and Chinese Commerce Minister Wang Wentao, witnessed by Prabowo and Chinese Premier Li Qiang.

The Twin Parks framework is designed to promote downstream industrial development, facilitate cross-border investment, and integrate Indonesian and Chinese supply chains, particularly in manufacturing and resource-based industries.
