Jakarta. The Transportation Ministry is considering changing the subsidy scheme for the Greater Jakarta commuter line to be based on the national identification number (NIK) or Identity Card, a move that could lead to higher ticket prices. This proposal has sparked mixed reactions among commuters, with some expressing concerns over the potential fare increase, while others are open to the idea with certain conditions.

Alun, 22, a daily commuter, voiced his opposition to the potential fare hike. "I don't think the idea of increasing the commuter line fares is feasible, especially for daily users like me who already feel the financial burden. If the fares go up, it will only add to my expenses," he told the Jakarta Globe on Friday.

The current commuter line fare structure is Rp 3,000 (19 cents) for the first 25 kilometers, with an additional Rp 1,000 for every subsequent 10 kilometers. This fare structure has been in place for over five years.

On the other hand, Anisa, 28, another commuter, said she wouldn't mind the change in the subsidy scheme and the possible fare increase, provided that commuter line services improve. "If the increase isn't too significant, it's fine, but the facilities should be enhanced. Cleanliness, punctuality, and station amenities, like toilets, need more attention," she said.

Dinda, 32, echoed these sentiments, stressing the need for better services and facilities in line with any fare hike. She pointed out that the number of trains should be increased to alleviate overcrowding. "At the very least, add more trains because the commuter line is always packed. You're practically face-to-face with other passengers, and many air conditioners are broken. Security also needs to be improved," Dinda added.

Railway operator KAI Commuter (KCI) reported that the Greater Jakarta commuter line transported 290 million passengers in 2023. 

Director General of Railways Risal Wasal said that the NIK-based fare scheme for the Jabodetabek commuter line is still under discussion. This plan is part of the Directorate General of Railways' efforts to adjust commuter line fares with more targeted subsidies.

"To ensure that this fare scheme is truly effective, we are still in discussions with relevant stakeholders. The scheme will be implemented gradually, and there will be a public awareness campaign before its official rollout," Risal explained in a written statement on Thursday.

The proposal for NIK-based subsidies for the Jabodetabek commuter line is outlined in the 2025 State Budget. The document allocates a public service obligation (PSO) subsidy of Rp 4.79 trillion to railway operator Kereta Api Indonesia (KAI) to support quality improvements and service innovations for the economy class, including the Jabodetabek commuter line.
