Jakarta. The Indonesian government plans to allocate Rp 1.28 trillion ($70.8 million) to open bank accounts for approximately 25 million adults, providing each beneficiary with an initial deposit of Rp 50,000 ($2.76), as part of a nationwide initiative to expand access to financial services.

Coordinating Economic Affairs Minister Airlangga Hartarto said Thursday that the One Person, One Account program aims to increase Indonesia's financial inclusion rate to 99%, bringing nearly all adults into the formal financial system.

The initiative targets people aged over 17 who fall within the bottom 40% of the population by socioeconomic status, covering the first four welfare deciles in the National Socioeconomic Single Database (DTSEN).

"The program is intended for around 25 million people over the age of 17. An initial deposit of Rp 50,000 per person has been prepared, with a total budget of Rp 1.28 trillion," Airlangga said during a national coordination meeting on regional financial access at the Jakarta International Expo.

The government will work with state-owned Bank Rakyat Indonesia (BRI) and Bank Syariah Indonesia (BSI) to implement the program.

The Central Statistics Agency (BPS) and the Indonesia Deposit Insurance Corporation (LPS) will also be involved in preparing and assessing data on prospective beneficiaries.

According to the 2026 National Survey of Financial Literacy and Inclusion, Indonesia's financial inclusion rate currently stands at 93.61%.

"With the One Person, One Account program, our financial inclusion rate will increase from 93% to 99%," Airlangga said at the meeting, which was also attended by President Prabowo Subianto and representatives of regional administrations from across Indonesia.

Accounts to Support Welfare Payments and Business Activities

Airlangga said the new accounts would serve purposes beyond providing access to banking services.

The government plans to use them to distribute social assistance while enabling beneficiaries to conduct financial transactions and support income-generating activities.

"So this is not just about opening bank accounts," he said.

Airlangga also claimed that Indonesia's progress in financial literacy and inclusion had surpassed the average among member countries of the Organization for Economic Cooperation and Development (OECD).

The government is seeking to narrow the financial inclusion gap between urban and rural communities.

According to government figures, the inclusion rate stands at 95.47% in urban areas, compared with 90.39% in rural areas.

Jakarta has the highest reported financial inclusion rate among Indonesian regions, at 99.74%.

Airlangga also highlighted the government's Job Loss Insurance program, known locally as JKP, which provides financial protection to eligible workers registered with the national employment social security agency, BPJS Ketenagakerjaan.

Under the program, qualifying workers who lose their jobs may receive cash benefits equivalent to 60% of their wages for up to six months.
