BI Sets Timetable With Finance Ministry for Government Fund Flows
Jakarta. Bank Indonesia (BI) is coordinating with the Finance Ministry on a timetable for government fund placements and withdrawals at state-owned banks (Himbara), as the central bank steps up efforts to ensure the shifts do not disrupt liquidity in the financial system.
BI Governor Destry Damayanti said maintaining adequate liquidity was a shared responsibility between the central bank and the government. The two institutions have coordinated the timing of government fund placements at Himbara, as well as their eventual withdrawal.
“Going forward, we have coordinated on when the Finance Ministry will place its funds in Himbara banks and when the funds will be withdrawn. We have discussed this, and there is now a timetable in place,” Destry told reporters after attending the 2026 Gathering of 100 Indonesian Economists at the Hotel Indonesia Kempinski in Jakarta on Thursday.
The central bank has remained active in the market to support banking liquidity amid movements in government funds held by Himbara banks.
Destry said withdrawals of government funds from the banking system needed to be carefully managed to prevent them from tightening overall liquidity. BI has deployed several instruments to inject liquidity, including repurchase agreements, or repos, and foreign exchange swaps.
Liquidity support through these instruments has reached around Rp 920 trillion to Rp 930 trillion ($52.71 billion), she said, providing funds that can flow back into the financial system and serve as a source of liquidity for banks.
“The important thing is that Bank Indonesia has also prepared liquidity through repos. If we include repos and FX swaps -- where foreign funds enter and are converted into rupiah -- the amount has reached around Rp 920 trillion to Rp 930 trillion,” Destry said.
She said liquidity management required close coordination because government funds placed in banks become third-party funds, while liquidity provided by Bank Indonesia serves as a liquid instrument for the banking system.
“Liquidity management is indeed our shared responsibility. When the government places funds, they become third-party funds, while on our side, they become liquidity instruments,” Destry said.
