Parliament Approves New Bills to Form 10 New Regions in Indonesia

Jakarta. The House of Representatives, together with the government and the Regional Representative Council, has approved 10 Draft Laws on the establishment of regencies/cities in three provinces: Gorontalo, North Sulawesi, and Southeast Sulawesi.

All of these draft laws will be brought to the plenary session for ratification in the next stage. The discussion also covered regional expansion dynamics and the addition of sub-districts in the three provinces.

The 10 draft laws include:

  • The establishment of Gorontalo City in Gorontalo Province

  • Gorontalo Regency in Gorontalo Province

  • Bolaang Mongondow Regency in North Sulawesi Province

  • Sangihe Islands Regency in North Sulawesi Province

  • Minahasa Regency in North Sulawesi Province

  • Manado City in North Sulawesi Province

  • Buton Regency in Southeast Sulawesi Province

  • Kolaka Regency in Southeast Sulawesi Province

  • Konawe Regency in Southeast Sulawesi Province

  • Muna Regency in Southeast Sulawesi Province

Chairman of Commission II, Rifqinizamy Karsayuda, explained that the discussion of the 10 draft laws was carried out to adjust the legal basis for the establishment of regencies/cities, which still refer to the Provisional Constitution of 1950 and the Constitution of the United States of Indonesia (RIS) of 1949.

“We are aligning the constitutional legal basis. These 10 regencies/cities are still using the 1950 Provisional Constitution and the 1949 RIS Law,” said Rifqi on Wednesday, as reported by Antara.

In addition, the revision is also intended to adapt to the dynamics of regional expansion, the addition of sub-districts, and regional characteristics. Rifqi gave an example: Bolaang Mongondow Regency in North Sulawesi has now been divided into five regions:

  • Bolaang Mongondow

  • South Bolaang Mongondow

  • North Bolaang Mongondow

  • East Bolaang Mongondow

  • Kotamobagu

“In this legislation, we are also trying to accommodate the unique characteristics of each region to be reflected in the legal character of statutory regulations,” he said.

Rifqi added that the norms regarding regional boundaries will be regulated through Government Regulations (PP), with boundary coordinates agreed upon between regions. This is expected to minimize border disputes.
