Indonesia Proposes Limited Dual Citizenship to Attract Global Talent

Jakarta. Indonesia plans to introduce limited dual citizenship for highly skilled foreign nationals and members of the Indonesian diaspora as part of a proposed revision to the country's nationality law, Justice Minister Supratman Andi Agtas said on Thursday.

The government will ask the House of Representatives to include the proposal in its deliberations on amendments to the Citizenship Law. If approved, the new framework would allow selected individuals to acquire Indonesian citizenship without giving up their original nationality.

"If the House agrees, the government will propose limited dual citizenship," Supratman was quoted as saying by the Kompas news website.

He stressed that the policy would be applied selectively and reserved for individuals with expertise or skills deemed strategically important to Indonesia.

Potential beneficiaries could include nuclear scientists, leading researchers, top chemists, and elite athletes representing Indonesia in international competitions, he said. The proposed regulation will limit applicants to those sponsored by government entities, sports organizations, and other reputable institutions, he added.

"It will not be open to just anyone. It will only apply to people whose expertise is genuinely needed by the country," Supratman said.

The minister said the proposal had already been presented to President Prabowo Subianto, who is expected to formally submit the bill to parliament.

According to Supratman, the proposed policy aims to help Indonesia attract world-class talent, including members of the Indonesian diaspora who have acquired foreign citizenship but are reluctant to renounce it for professional or personal reasons.

The proposal remains at an early stage, however, and its future will depend on whether lawmakers agree to include the measure in the revision of the Citizenship Law.
