Shell, BP, Others Asked to Submit Demand After Pertamina’s Fuel Shipment Arrives

Jakarta. A tanker carrying base fuel imported by Pertamina arrived in Jakarta on Wednesday, marking the first shipment since the government appointed the state-owned energy company as the country’s sole fuel importer. Private retailers such as Shell, BP, Vivo, AKR, and ExxonMobil are now required to source their imported fuel supplies exclusively through Pertamina.

Pertamina has asked private retailers to submit their demand data promptly to ensure smooth allocation from the new shipment. “We hope private companies can collaborate in good faith while respecting the regulations and compliance aspects that apply to state-owned enterprises,” said Roberth MV Dumatubun, Corporate Secretary of Pertamina Patra Niaga.

The cooperation framework between Pertamina and private retailers is based on three key principles:

  • Base fuel must be imported in pure form without additives or colorants.
  • Open-book pricing will be applied to ensure transparency.
  • An independent joint surveyor will be engaged to verify product quality before distribution.

Roberth said Pertamina is committed to collaboration within the framework of government regulations and principles of good corporate governance. Commercial aspects, he added, will be finalized through one-on-one discussions with each retailer.

At a meeting on Tuesday, all major private retailers were present. While some companies said they still needed clearance from their global headquarters, they expressed a shared commitment to submit their quota requirements soon.

“The meeting was conducted in good faith and with the spirit of collaboration to ensure fuel supply for the public,” Roberth said.

Pertamina Patra Niaga confirmed that the shipment complies with specifications set by the Directorate General of Oil and Gas at the Energy and Mineral Resources Ministry. Quality checks will be overseen by the joint surveyor, while further meetings with individual retailers will determine precise allocations and distribution strategies.

The arrangement follows last week’s government decision mandating Pertamina as the sole importer of fuel, part of a policy shift aimed at tightening oversight and ensuring stability in Indonesia’s energy supply chain.
