China Establishes Full Industrial Chain for Intelligent Connected Vehicle Technologies

Beijing. China has built a complete industrial chain for key intelligent connected vehicle (ICV) technologies, spanning smart cockpits, autonomous driving, and cloud-based connectivity and control, Xinhua reported on Wednesday.

At a press briefing for the 2025 World Intelligent Connected Vehicles Conference (WICV 2025) in Beijing, Guo Shougang, an official from the Ministry of Industry and Information Technology, said the country’s ICV industry is expanding rapidly.

From January to July 2025, China sold 7.76 million new passenger cars equipped with Level-2 driving assistance, representing a penetration rate of 62.6 percent. More than 3 million vehicles were also fitted with 5G and cellular vehicle-to-everything (C-V2X) technology, Guo noted.

China is accelerating the development of 20 pilot cities for “vehicle-road-cloud” integration, with over 35,000 kilometers of test and demonstration roads already open, he added.

To support this growth, the government will speed up the creation of urgently needed standards covering combined driving-assistance systems, automated driving systems, and automatic emergency braking.

The Ministry of Transport is also preparing an action plan to integrate artificial intelligence with transportation. The plan includes building a comprehensive transport mega-model and promoting the use of intelligent-agent technologies in partnership with industry and society.

ICVs, which combine automotive engineering with AI, cloud computing, big data, and advanced communications, are emerging as a strategic driver of global automotive transformation.
