Jakarta. The Job Creation Law Task Force recently held a focus group discussion related to building approvals in Central Java.

According to the task force’s secretary Arif Budimanta, the building licensing should embrace technology to expedite the process.

“The Job Creation Law is here to reform the complicated business licensing process so applicants would only need to go through ‘one-door’. This includes the licensing for business approvals,” Arif told the forum that took place in Surakarta.

President Joko “Jokowi” Widodo has called for a quick and digital building approval licensing, according to Arif. Buildings are crucial in investment as they provide a space for the workers to produce goods. “The faster the businesses get the license, the larger job creation and economic growth we will generate,” Arif said.

A building also concerns the environmental aspects as well as the safety of the workers and the people living there. This is why the government needs to make sure that businesses do not only get easy access to such permits but also have to keep an eye on the licensing, according to Arif.

By integrating all systems, businesses also no longer need to open many apps to apply for a permit. Arif said he hoped the discussions could enable frank discussions related to building approvals between the central and sub-national governments, as well as beneficiaries. He also spoke of Jokowi’s instructions to make sure that there are no pending issues on the Job Creation Law.

Regarding changes in building permits, Diaa Kusumastuti, a director at the Public Works Ministry, said that the permits had been issued in a more timely manner since the Job Creation Law came into force.

“Those who want to request a building approval can go through ‘one door’, namely the [building information management system] SIMBG application. We can directly monitor every submission, and there is a specific timeframe,” Diana said.

The system calls for a better synergy with the sub-national governments, Diana added. She said: “Keeping an eye on the applications is the responsibility of the regional government. They can immediately inform the central government via our call center if they encounter a problem.”

All regions across the archipelago today already have their respective SIBMG accounts, including the new capital Nusantara.

“SIBMG already has the technical standards, and also quicker and easier. You can also get your SLF certificate here,” Diana said.

The sub-national government issues an SLF certificate to certify whether a building is suitable to be used. The SIBMG system has gained praise, including from Farid Achmadi, who represented Karanganyar’s public works agency.

“In Karanganyar, we receive 21 building approval applicants per day,” Farid said while adding the SIBMG had become a helpful database.
