Jakarta. Indonesia’s anti-graft commission has seized a Harley-Davidson motorcycle from a former aide to ex-Manpower Minister Ida Fauziyah as part of an ongoing investigation into an alleged bribery and extortion scheme involving the issuance of foreign worker permits.

The aide, identified as Risharyudi Triwibowo, is under investigation by the Corruption Eradication Commission (KPK) in connection with a scheme in which officials at the Manpower Ministry allegedly solicited illegal payments from foreign nationals seeking work permits in Indonesia.

KPK spokesperson Budi Prasetyo confirmed on Tuesday that the luxury motorcycle was confiscated a day earlier and is now stored in the agency’s evidence facility.

Both former Manpower Ministers Ida Fauziyah and Hanif Dhakiri have been summoned by the KPK for questioning as witnesses in the case.

According to KPK Chairman Setyo Budiyanto, the graft scheme involved systematically delaying or obstructing foreign work permit applications unless unofficial payments were made to ministry officials through designated intermediaries. If applicants refused to pay, their permits were stalled indefinitely or left incomplete without clear explanation.

Once payments were negotiated, the suspects allegedly provided bank account details for the transfers.

The extortion ring, believed to have been operating since 2019, allegedly netted at least Rp 53 billion ($3.2 million) in illicit funds.

Detained Suspects:
The KPK has named eight suspects and detained four, all current or former high-ranking officials at the Manpower Ministry:

• Suhartono – Director General of Manpower Placement and Employment Expansion (2020–2023)
• Haryanto – Director of Foreign Worker Permit Control (2019–2024); Director General (2024–2025); Ministerial Expert Staff (2025)
• Wisnu Pramono – Director of Foreign Worker Permit Control (2017–2019)
• Devi Angraeni – Director of Foreign Worker Permit Control (2024–2025)

Suspects Not Yet Detained:

• Gatot Widiartono – Coordinator Analyst at PPTKA (2021–2025)
• Putri Citra Wahyoe – Foreign Worker Permit Hotline Officer (2019–2024); Document Verifier (2024–2025)
• Jamal Shodiqin – Analyst at PPTKA (2019–2024); Supervisor (2024–2025)
• Alfa Eshad – Supervisor at the Ministry of Manpower (2018–2025)

Setyo said the suspects exploited their positions for personal enrichment and that the investigation remains ongoing.
