Bali Halts Glass Elevator Project at Iconic Kelingking Beach Over Permit Breach
Klungkung, Bali. Bali’s provincial legislature has ordered a temporary halt to the construction of a glass elevator on the cliffs of Kelingking Beach in Nusa Penida, Klungkung Regency, citing multiple permit and zoning violations.
The 180-meter-high elevator project, developed by Bangun Nusa Properti (BNP), was found to lack several mandatory permits, including disaster mitigation and occupational safety clearances, according to I Made Supartha, head of the Special Committee on Spatial Planning, Assets, and Licensing (TRAP) of the Bali Regional House of Representatives (DPRD).
“If the project violates spatial regulations, enforcement must proceed. We want to ensure there’s no further activity on site,” Supartha told reporters in Klungkung on Friday, as quoted by Antara.
He added that the project breached Law No. 26/2007 on Spatial Planning and failed to adhere to the local architectural requirements stipulated in Bali’s Regional Regulation No. 5/2025. “If violations are confirmed, the case can move into a criminal phase. This is already pro justitia and must be evaluated thoroughly,” he said.
Bali’s Civil Service Police Unit chief, I Dewa Nyoman Rai Dharmadi, said the suspension was based on recommendations from several provincial agencies. The local manpower office found that safety and health standards were not met, raising potential hazards for both workers and visitors.
“Workplace safety requirements have not been fulfilled, and the technical drawings and installation permits for the elevator have yet to be approved. This makes the project administratively noncompliant,” Dharmadi said. He added that Satpol PP officers would monitor the site closely to prevent any unauthorized activity. “If the project continues despite the suspension, it could result in criminal charges,” he warned.
In response, Bangun Nusa Properti director I Komang Suantara defended the legality of the project, saying it complies with Bali’s zoning and building regulations, specifically Regional Regulation No. 1/2024 on Spatial Planning and Regulation No. 2/2023 on Building Permit Fees.
Suantara said the project had undergone environmental and soil strength assessments, with total investment reaching Rp 200 billion ($12 million), including Rp 60 billion for the elevator itself. “We are working with Chinese investors. The goal is to boost Klungkung’s local revenue and create new jobs,” he said.
However, Suantara said he would comply with the government’s order while completing the required documentation. “We respect the decision of the DPRD and Satpol PP and will fulfill all requirements requested by the authorities,” he said.
