Bogor–Serpong Toll Road via Parung Boosts Greater Jakarta Connectivity

Jakarta. State-owned toll road operator PT Jasa Marga (Persero) Tbk, together with PT Persada Utama Infra, PT Adhi Karya (Persero) Tbk, and PT Hutama Karya Infrastruktur, through their joint entity PT Bogor Serpong Infra Selaras (BSIS), officially launched the Bogor–Serpong (via Parung) Toll Road by signing a concession agreement (PPJT) with the Toll Road Regulatory Agency (BPJT) of the Public Works Ministry in Jakarta on Friday.

PT BSIS was established as a consortium with share ownership comprising 52 percent by PT Persada Utama Infra, 26 percent by Jasa Marga, 12 percent by Adhi Karya, and 10 percent by Hutama Karya Infrastruktur. The consortium represents a strong collaboration between state-owned and private enterprises to deliver strategic infrastructure that enhances national connectivity and economic growth.

The event was attended by Public Works (PU) Minister Dody Hanggodo, Secretary General of the Public Works Ministry Wida Nurfaida, Director General of Highways (Bina Marga) Roy Rizali Anwar, Director General of Infrastructure Financing Rachman Arief Dienaputra, Head of BPJT Wilan Oktavian, Interim President Director of PT Penjamin Infrastruktur Indonesia (PII) Andre Permana, President Director of PT Persada Utama Infra Boy Gemino Kalauserang, President Director of Jasa Marga Rivan A. Purwantono, Jasa Marga’s Director of Business Development M. Agus Setiawan, President Director of PT Adhi Karya (Persero) Tbk Entus Asnawi Mukhson, Interim President Director of PT Hutama Karya (Persero) Koentjoro, and President Director of PT Bogor Serpong Infra Selaras Eldy Ellyus, along with other members of the consortium and distinguished guests.

The Toll Road Concession Agreement (PPJT) for the Bogor–Serpong section was signed by Head of BPJT, Wilan Oktavian, and President Director of PT BSIS, Eldy Ellyus. This milestone marks an important step forward in the development of a new connectivity corridor linking Bogor and Serpong via Parung.

President Director of Jasa Marga Rivan A. Purwantono stated that the project demonstrates the Company’s ongoing commitment to providing quality, safe, and sustainable toll road infrastructure.

“The construction of the Bogor–Serpong (Via Parung) Toll Road will not only shorten travel times between Bogor and Serpong but also unlock new economic opportunities, facilitate logistics distribution, and attract investments across the Greater Jakarta region,” said Rivan.

Minister Dody Hanggodo stated that the development of the Bogor–Serpong (via Parung) Toll Road is a vital component of the national strategy to enhance connectivity and promote inclusive economic growth. He stated that the toll road will enhance mobility, improve logistics efficiency, and open up new investment opportunities, resulting in a broad positive impact on the Greater Jakarta area and the national economy.

“The Bogor–Serpong (via Parung) Toll Road is more than just a transportation facility—it will serve as a catalyst for regional development. Its presence will create new employment opportunities, empower the middle class, and reduce poverty. Moreover, improved connectivity will accelerate logistics distribution, lower investment costs, and strengthen Indonesia’s competitiveness on the global stage. This project is part of our broader strategy to achieve inclusive and sustainable 8 percent economic growth,” said Dody.

Dody further noted that the toll road will form an integral part of the Jakarta Outer Ring Road III (JORR 3) network, serving as a key connector to other strategic toll roads such as Serbaraja, BORR, Depok–Antasari (Desari), and Sentul Selatan–Karawang Barat.

On the same occasion, the Toll Road Guarantee Agreement for the Bogor–Serpong section was also signed by Interim President Director of PT Penjamin Infrastruktur Indonesia (PII) Andre Permana and President Director of PT BSIS Eldy Ellyus, as well as the Regress Agreement, signed by Minister of Public Works Dody Hanggodo and Interim President Director of PII Andre Permana.
