Jakarta Enforces Ban on Dog and Cat Meat
Jakarta. Jakarta administration has formally enforced a ban on trading and consuming dog, cat, and other rabies-transmitting animals after Governor Pramono Anung Wibowo signed a new regulation aimed at strengthening public health protection across the capital.
Pramono announced the move on Tuesday through a video posted on his official Instagram account, confirming that the regulation has been in effect since Nov. 24, 2025. “The regulation has officially taken effect,” he said, emphasizing Jakarta’s commitment to improving community health standards.
The policy outlined in Gubernatorial Regulation (Pergub) No. 36/2025 provides detailed provisions on activities linked to the sale and slaughter of rabies-prone animals.
Under Article 27A, the regulation prohibits the sale of these animals for food, whether alive, in meat form, or in any processed or unprocessed product. Article 27B further bans any slaughtering or killing of these animals for consumption.
Rabies-transmitting animals identified in the regulation include dogs, cats, monkeys, bats, civets, and other similar species. Officials say the list is intended to prevent any handling or circulation of animals that pose a significant risk to public health.
The regulation also spells out a tiered system of sanctions. For first-time violations, the Jakarta administration will issue a written warning and seize the animals for observation, particularly if any show signs of rabies. A second violation leads to the confiscation of all animals or products being sold.
If violations persist even after confiscation, the provincial government will order the closure of the business involved in the trade. Continued noncompliance can ultimately result in the revocation of business permits, effectively ending operations linked to the illegal sale or slaughter.
Pramono expressed hope that the rules would reduce health risks and reinforce responsible animal handling across the city. “Hopefully this helps protect and improve the health of Jakarta residents,” he said.
