Greater Jakarta Police Adopt ‘Hunting System’ in Traffic Enforcement

Jakarta. Police in Greater Jakarta are hunting for traffic violators as part of Operasi Zebra 2025, abandoning traditional roadblock-style checkpoints in favor of mobile patrols and a “hunting system” aimed at catching offenders in real time.

The two-week operation, running from Nov. 17 to 30, marks a major shift in Indonesia’s annual year-end traffic enforcement campaign as authorities brace for heavy holiday travel during Christmas and New Year. Instead of deploying officers at fixed inspection points, traffic police will patrol across Jakarta, Depok, Tangerang, and Bekasi, stopping drivers only when they observe violations directly.

“This is not a stationary checkpoint operation,” said Traffic Director of the Jakarta Metro Police Komarudin, on Monday. “Officers will be on mobile patrol and will take action immediately when they find violations.”

Under the new model, officers can pull over motorists on the spot for inspections, warnings, or ticketing, depending on the severity of the violation. Police say the approach allows for more dynamic enforcement, enabling teams to respond quickly to dangerous behavior and shifting traffic conditions.

Komarudin added that while minor violations may receive warnings, high-risk offenses, such as driving against traffic, running red lights, reckless speeding, or other behavior that endangers road users, will result in immediate ticketing. “Our priority is violations that have the potential to cause accidents,” he said.

Authorities have listed a series of behaviors known to contribute to crashes and congestion, including:
• Using a mobile phone while driving
• Underage driving
• Not wearing a helmet or seat belt
• Driving under the influence of alcohol
• Missing or fake license plates
• Modified or illegal exhaust systems
• Running red lights
• Speeding
• Street racing

For some violations, there will be “zero tolerance,” Komarudin said.

Although enforcement remains a key component, police emphasize that Operasi Zebra 2025 is focused largely on prevention, with 80 percent of activities dedicated to pre-emptive and preventive measures such as public education, rule awareness campaigns, and direct safety outreach. Multiple agencies including local police precincts and transportation departments will join efforts to expand coverage.

The shift to a fully mobile operation is expected to create a more agile enforcement environment, with officers able to move quickly across the capital region to address emerging issues and maintain smoother traffic flows during one of the busiest travel periods of the year.
