Indonesia Says No More C48 Diesel Imports in 2026

Jakarta. Energy and Mineral Resources Minister Bahlil Lahadalia said Indonesia will no longer import diesel fuel with a Cetane 48 (C48) specification throughout 2026, marking an early milestone toward the government’s broader target of ending gasoline imports by 2027.

Bahlil said the move was made possible by the consistent implementation of the mandatory biodiesel program and optimized output from the Refinery Development Master Plan (RDMP), particularly the Balikpapan refinery, which is already in operation.

“Fuel imports in 2026, specifically for diesel, we have decided not to import C48,” Bahlil said after a meeting at the parliamentary complex in Jakarta on Thursday.

Despite the progress, Bahlil acknowledged that Indonesia will still need to import higher-spec diesel with a Cetane 51 (C51) rating. This type of diesel is typically used for heavy machinery in the mining sector, especially in high-altitude areas.

He said domestic infrastructure is still being developed to enable local production of such high-specification fuel.

Beyond diesel, the government is also preparing a roadmap to reduce reliance on gasoline imports, including Pertamax (RON 92), Pertamax Turbo (RON 98), and Pertamax Green (RON 95). Full gasoline self-sufficiency is targeted for 2027, pending the completion and expansion of domestic refinery capacity.

“For gasoline RON 92, 95, and 98, we will still carry out imports until 2027, when the expansion of RDMP production at domestic refineries is sufficient,” Bahlil said.
