Indonesia Plans Tighter E-Commerce Rules to Curb Online Shopping Scams
Jakarta. Indonesia is considering improvements to its e-commerce regulations as complaints about online shopping scams and disputed transactions continue to rise, Trade Minister Budi Santoso said on Monday.
The government issued a ministerial regulation in 2023 governing business activities conducted through digital platforms. However, Budi said authorities are now reviewing the policy in response to increasing reports of fraudulent transactions on online marketplaces.
“We want to strengthen the regulation on e-commerce,” Budi told reporters in Jakarta.
According to Budi, the planned improvements will involve coordination with other government agencies as well as industry stakeholders.
“At present, we are also handling complaints submitted by customers,” he said.
Government data show that consumer complaints reached Rp 18.2 billion (about $1 million) in reported losses throughout 2025. Most of the complaints were related to purchases on online shopping platforms, including cases in which buyers said the goods received did not match the products advertised.
Major e-commerce platforms operating in Indonesia include Tokopedia and Shopee.
