GoTo, Grab Review Indonesia’s New Rule Raising Driver Pay Share

Jakarta. Ride-hailing companies GoTo Gojek Tokopedia and Grab Holdings said they are reviewing a new Indonesian regulation that will significantly increase the share of fares received by ride-hailing drivers, following a policy push by President Prabowo Subianto.

The regulation, issued under Presidential Regulation No. 27/2026 and announced during International Workers' Day events at Monumen Nasional, raises the minimum portion of ride fares allocated to drivers to 92%, up from around 80% previously.

GoTo Chief Executive Officer Hans Patuwo said the company would comply with the new rules but is still assessing their operational and financial implications.

“We will continue to coordinate with the government and all stakeholders so that GoTo and Gojek can sustainably deliver benefits to driver-partners and customers,” Hans said in a statement on Friday.

Similarly, Grab Indonesia said it respects the government’s direction but is awaiting the formal issuance of the regulation to study its details further.

Chief Executive Officer Neneng Goenadi described the proposed commission structure as a fundamental shift in how digital platforms operate as marketplaces.

“We will collaborate with the government and stakeholders to implement these changes, ensuring the policy protects driver-partners while maintaining affordability for consumers and the sustainability of the industry,” she said.

The policy marks one of the most significant regulatory interventions in Indonesia’s gig economy, where millions of drivers depend on ride-hailing and delivery platforms for income.

Prabowo has argued that existing commission rates of up to 20% are excessive and unfair, urging companies to reduce their cuts to below 10%.

“Drivers work hard and risk their safety every day. It is not fair if commissions reach 20%. Even 10% is too high—it should be below that,” he said during the May Day gathering.
