Energy, Minerals Add $8.6 Billion to Indonesia’s Non-Tax Revenue
Jakarta. The energy and mineral sectors have added approximately Rp 138.8 trillion (around $8.6 billion) to Indonesia’s non-tax state revenue during the first half of 2025 despite declining crude prices, according to official statistics.
Indonesia wants to generate Rp 513.6 trillion in non-tax revenue this year, of Rp 254.5 trillion of which would come from its energy and mineral industries. Energy Minister Bahlil Lahadalia recently told reporters that they already reached the halfway mark as of end-June.
Data showed that minerals and coal were the biggest contributing subsets, adding around Rp 74.2 trillion in non-tax receipts. Followed by oil and gas (Rp 57.3 trillion) and other subsets (Rp 6.2 trillion). Efforts are underway for the coal-reliant to switch to renewable energy sources, although its non-tax revenue contribution was still far smaller in value. Renewables and energy conservation made up around Rp 1 trillion of the first-half non-tax revenue.
“Prices of crude oil and coal are dropping, but we will still pursue that Rp 254.5 trillion [non-tax revenue] target. Because President [Prabowo Subianto] has instructed us to do so,” Bahlil said at a news conference.
The monthly Indonesian Crude Price (ICP) used to be in triple digits sometime in 2022, even reaching $117.62 per barrel in June that year. ICP was falling within the $70s range in the first three months of 2025, but later dropped to $65.29 per barrel in April and rose to $69.33 each barrel in June.
Indonesia’s benchmark coal price also stood at $100.97 per ton in the first period of June 2025, a huge drop from $123 per ton seen over the same period last year. Indonesia’s coal production hit 357.6 million tons between January and June 2025. About 238 million tons went to exports, while some 104.6 million tons were dedicated for domestic energy needs, the government reported.
