2025 State Budget Deficit Remains Manageable at 2.35% of GDP, Purbaya Says
Jakarta. Finance Minister Purbaya Yudhi Sadewa said Indonesia’s state budget (APBN) posted a deficit of Rp 560.3 trillion ($33.52 billion), equivalent to 2.35% of gross domestic product (GDP), as of Nov. 30, 2025, stressing that the figure remains within a safe and planned range.
“The APBN deficit of 2.35% of GDP is still within safe limits and in line with the fiscal design that has been set,” Purbaya said on Thursday, adding that the 2025 budget was structured to remain manageable despite economic challenges.
State revenue reached Rp 2.35 quadrillion, or 82.1% of the full-year outlook of Rp 2.87 quadrillion.
“State revenue up to the end of November 2025 has reached Rp 2.35 quadrillion, or 82.1% of the 2025 APBN outlook,” Purbaya said.
Tax revenue stood at Rp 1.90 quadrillion, equal to 79.8% of the Rp 2.39 quadrillion target. Of this amount, central government tax receipts totaled Rp 1.63 quadrillion, or 78.7% of the outlook, while customs and excise revenue reached Rp 269.4 trillion, or 86.8% of target. Non-tax state revenue (PNBP) was recorded at Rp 444.9 trillion, or 93.2% of its projection.
On the expenditure side, total state spending reached Rp 2.91 quadrillion, or 82.5% of the Rp 3.52 quadrillion budget ceiling. Central government spending amounted to Rp 2.11 quadrillion, or 79.5% of the Rp 2.66 quadrillion allocation, with ministry and agency spending realized at Rp 1.11 quadrillion, or 87.1% of target, and non-ministry and non-agency spending at Rp 1.01 quadrillion, or 72.5%.
Transfers to regional governments reached Rp 795.6 trillion, or 92.1% of the allocation.
With these figures, the 2025 primary balance recorded a deficit of Rp 82.2 trillion. Purbaya said the indicator remains crucial for assessing debt management. “Although the primary balance is still in deficit, it remains under control and reflects prudent management of the APBN amid global economic pressures,” he stated.
