BPJS Kesehatan Proves Equal Healthcare Access Is Possible Across Indonesia
Jakarta. State insurer BPJS Kesehatan continues to demonstrate its commitment to ensuring equitable access to Indonesia’s National Health Insurance (JKN) for all Indonesians, including those living in remote and border regions. Throughout 2024, the JKN program moved even closer to the people through digital channels, on-site services, and partnerships with healthcare facilities in the country’s most isolated areas.
BPJS Kesehatan President Director Ghufron Mukti reported that by the end of 2024, JKN membership had reached 278.1 million people, covering 98.45% of the population. This milestone includes 35 provinces and 473 cities/regencies achieving Universal Health Coverage (UHC), ensuring that every participant has the opportunity to receive adequate healthcare.
“To reach participants in the most remote areas, we have deployed mobile BPJS services across 37,858 locations, facilitating over 940,000 service transactions. We have also partnered with local governments to provide integrated services through 227 public service malls, recording nearly 380,000 transactions in 2024 alone,” Ghufron shared during the Public Expose on BPJS Kesehatan Program and Financial Management, Monday.
Between 2014 and 2024, the number of first-level healthcare facilities (FKTP) partnering with BPJS Kesehatan grew by 28%, from 18,437 to 23,682 facilities. Hospital partners increased by 88%, from 1,681 to 3,162, expanding healthcare access across the nation.
BPJS Kesehatan has also partnered with floating hospitals, healthcare professionals, and collaborated with select healthcare facilities to serve regions lacking adequate healthcare infrastructure, including North Sumatra, North Kalimantan, Maluku, North Maluku, East Nusa Tenggara, Southeast Sulawesi, and multiple provinces in Papua.
To simplify access, BPJS Kesehatan has optimized the Mobile JKN app, WhatsApp-based services (PANDAWA), the VIKA interactive voice service, and BPJS Kesehatan Care Center 165. In 2024, it also introduced BPJS Kesehatan Online, enabling participants to handle administrative matters via Zoom video conferences.
“We continue to enhance digital service innovation, allowing participants to access teleconsultations without visiting healthcare facilities physically. This feature has benefited over 17 million participants across 21,929 FKTP through the Mobile JKN app,” Ghufron explained.
Additionally, the i-Care JKN feature on the Mobile JKN app allows medical professionals to access a participant’s one-year health history, while online queue systems connected to the app have reduced waiting times in over 22,000 FKTP and 3,132 hospitals.
Simplifying services remains a priority. Chronic disease patients and Program Rujuk Balik (PRB) participants can now extend referrals and collect prescription medications more easily, while information on surgery schedules and bed availability is transparently displayed to ensure certainty of care.
BPJS Kesehatan has committed to six key service promises within the JKN framework: treatment with a national ID, no photocopy requirements, zero co-payments, no restrictions on hospital stays, medicine availability, and friendly, discrimination-free services.
BPJS Kesehatan’s commitment to quality service is reflected in its financial audit results, having achieved an Unqualified Opinion for 11 consecutive years. In 2024, it maintained the health of the Social Security Fund (DJS) with net assets of Rp49.52 trillion, sufficient to cover claims for at least 3.4 months, and investment returns of Rp5.39 trillion, exceeding targets.
Throughout 2024, JKN services recorded 673.9 million visits, averaging 1.8 million visits daily, reflecting the growing public trust in BPJS Kesehatan and the JKN program.
“The JKN program embodies the spirit of mutual cooperation, ensuring fair, affordable, and quality healthcare access for all Indonesians, including those in the most remote areas,” Ghufron emphasized.
BPJS Kesehatan Supervisory Board Chair Abdul Kadir noted that the agency’s 2024 performance marked a significant milestone in the JKN program’s journey toward maturity. The supervisory board expressed appreciation for the achievements, particularly the consistent unqualified audit opinions and the strengthened financial position of the DJS fund.
“The JKN program, since its inception in 2014, has become a strategic national initiative, ensuring that every Indonesian, regardless of location, has the right to fair and quality healthcare. The synergy between the supervisory board and management is vital to maintaining the direction and sustainability of the JKN program,” Kadir concluded.
BPJS Kesehatan’s continued dedication to innovation and collaboration ensures that Indonesia moves closer to its goal of equitable healthcare for all, proving that quality healthcare is not just a promise but a reality for every Indonesian.
