Jakarta. The development of Indonesia’s new legislative and judicial districts in the future capital, Nusantara, has officially entered the construction stage after the government completed the signing of all 20 contracts under the second phase of projects slated for 2025–2029.

The milestone follows the signing of eight additional contract packages on Thursday, bringing the total to 20 after the government previously finalized 12 packages for the same phase. The completed agreements pave the way for physical construction to begin in East Kalimantan’s rapidly expanding new capital zone.

Nusantara Capital Authority (OIKN) head Basuki Hadimuljono said the newly signed contracts cover key infrastructure required to establish the country’s political and judicial hubs.

“The eight contracts signed on Thursday include five packages for legislative office buildings and zones consisting of 16 buildings on a 41.81-hectare plot,” Basuki said during a visit to Nusantara on Saturday, as quoted by state news agency Antara.

Two other packages cover the construction of four buildings and the judicial office complex on a 15.15-hectare site. The remaining package includes supporting facilities: the second phase of the OIKN office complex, consisting of three buildings on 2.9 hectares, and the first phase of the Nusantara Police Resort headquarters, which will also comprise three buildings on a 3.07-hectare site.

Basuki said the quality and sustainability of the construction work remain a top priority. “We are prioritizing quality, aesthetics, and environmental sustainability in every stage of development,” he said. “This second phase must be better than the first. I believe this project will set an example for the world.”

The contract signings mark a major step in preparing the sites destined to house Indonesia’s legislative and judicial institutions from 2028 onward. The progress also accelerates the overall timeline of the second development phase.

“To date, 20 of the 28 work packages under the 2025–2029 second phase have been signed, consisting of 14 physical construction packages and six construction management and supervision packages,” Basuki said.

The total budget allocated for the legislative and judicial district development amounts to Rp 12 trillion, financed under a multiyear funding scheme.

“This development is part of the government’s priority agenda to build modern, efficient, and sustainable infrastructure in Nusantara,” Basuki said.
