Indonesia’s Copyright Royalty Proposal Wins Broad Support at WIPO

Geneva. Indonesia’s proposal to reform global royalty governance and strengthen copyright protection received support from several countries and regional groups at the third day of the World Intellectual Property Organization (WIPO) meeting on Thursday.

The proposal was presented during the Standing Committee on Copyright and Related Rights (SCCR) session, led by Deputy Foreign Minister Arief Havas Oegroseno and Director General of Intellectual Property Hermansyah Siregar.

Arief said that Indonesia is one of the world’s most promising markets in the global music-streaming industry, and that disparities in cross-border royalty management require urgent international attention. The proposal also touches on the growing impact of artificial intelligence on creative and media products.

“This proposal is intended to strengthen fairness, transparency, and accountability in the global royalty ecosystem, and ensure fair compensation for creators,” Arief said during the session, as quoted in a press statement.

Andry Indrady, Head of the Policy Strategy Agency at the Ministry of Law and Human Rights, said Indonesia’s proposal is built on three pillars.

“First, establishing a global governance framework under WIPO; second, exploring alternative royalty payment mechanisms and fair distribution models; and third, strengthening cross-border governance of collective management organizations (CMOs),” he said.

Following the presentation, several countries expressed support for advancing Indonesia’s proposal, including Saudi Arabia, Iran, Egypt, Pakistan, the Philippines, Algeria, Thailand, Kazakhstan, as well as the Asia Pacific Group and the African Group.

Countries under GRULAC (Group of Latin American and Caribbean Countries) and CACEEC (Central Asia, Caucasus and Eastern Europe Group) also welcomed the initiative and expressed readiness for further dialogue.

Arief thanked member states for their response, affirming Indonesia’s commitment to inclusive collaboration.

“We appreciate the views and support of all member states, and we reaffirm our commitment to work inclusively and constructively with all WIPO delegations to build a transparent, fair, and future-oriented global royalty governance system,” he said.

Indonesia plans to open space for further dialogue with governments, industry players, and creative stakeholders — including global music communities — in upcoming SCCR sessions.

On the sidelines of the meeting, the Indonesian delegation held bilateral discussions with representatives from several countries and regional organizations, including Japan, the United States, GRULAC, APG, CEBS (Central European Baltic States), IFPI (International Federation of the Phonographic Industry), the European Union, and CACEEC.
