Gov't Confirms CMNP’s Cawang-Pluit Toll Road Concession Extended Until 2060

Jakarta. The Indonesian government has confirmed that construction firm Citra Marga Nusaphala Persada (CMNP) holds the concession to operate Jakarta’s Cawang-Pluit toll road until 2060, following a 35-year extension granted in 2020. The confirmation comes as the contract draws scrutiny from the Attorney General’s Office (AGO).

Founded by Siti Harijanti Rukmana, the eldest daughter of former president Soeharto, CMNP is now controlled by businessman Jusuf Hamka.

The AGO has summoned CMNP executives for questioning over the concession, though it has not disclosed details about the scope of its investigation.

The Toll Road Regulatory Body (BPJT) confirmed the extension was decided five years ago.

“The extension was decided in 2020, not recently,” BPJT Head Wilan Oktavian told reporters in Jakarta. He explained the decision was linked to CMNP’s role in building Harbour Road II in North Jakarta, a project integrated with Jakarta’s toll network.

“The official documents say that the extension is valid until 2060. When I took office, that status was already in place,” Wilan said.

Allegations and Response
On Tuesday, CMNP owner Jusuf Hamka dismissed rumors that the company paid Rp 1.2 trillion ($74 million) in bribes to secure the extension.

“Rumor has it that we handed Rp 600 billion to a minister and another Rp 600 billion to BPJT. It’s just a smear campaign from certain people, including my company’s former finance director,” Jusuf said, without elaborating further.

He stressed that CMNP is cooperating fully with investigators. “For us, the investigation by the Attorney General’s Office is a special audit from the government that will only strengthen our position,” he said.

In addition to the AGO’s inquiry, CMNP is also locked in a separate legal dispute with MNC Group, the conglomerate owned by media tycoon Hary Tanoesoedibjo, over a past business deal involving $28 million worth of negotiable certificates of deposit (NCD).
